So what I love is the conflict that they inevitably create by passing rulings on the subject of reincarnation. Officially and atheist secular state, China is supposedly non-religious (a joke similar to their current brand of 'communism'), and particularly in law it is to remain non-religious. But in their drive to preempt Tibetan-Political religious affiliations they end up taking a non secular stance on reincarnation. One might go so far as to say that the strongest religious leanings in the Chinese government are accordingly Tibetan Buddhism - how funny is that?
