Funny, I haven't heard about Chinese military bases. The Chinese are conducting business. Have we lost our ability to conduct business?

Expand the labels and we have:
"participatory democracy" like apartheid South Africa
"sustainable development" like Shell in the Niger Delta

It's also imporant to query Liberian President Sirleaf's strong support of Africom.
