Yeah, right. What the research found was, if the banks would just lower the cameras, so they weren't so high on the wall, they would see the person's face even if they wore a hat. Make the law govern camera height idiotic FBI!
The current mindset is to try to control the behavior of citizens. Lowering the cameras would incur expenses that would be "...an unnecessary burden on bank owners and other businesses."
