I really hope this is a joke, if not I think an apology should be made to the student and parents of said student.

Even though the teacher seems to be an idiot, I can't disagree with the action taken. The child was told not to use it and therefore he/she shouldn't have. Schools have policies on what software you can and can't use and those policies should be followed. If someone has a problem with them they should take there problem to the appropriate person.
