It's all perfectly consistent with the idea of a man who's more than a bit power-mad, thinks he's a branch of the government unto himself (and thus he has no reason to be bound to the rules of either a legislative office or an executive office,) and seems to be far more concerned with lining his pockets - and the pockets of his friends - with as much money as possible through whatever means he can find, and no matter how many "little people" get crushed along the way.
