He was assured by George Tenet that what he presented to the UN was unassailable, but Tenet, perhaps under orders from Cheney, had hidden the fact that the evidence was controversial. Remember, Powell reported that info to the UN, but he was not the source of it. He was doing his job, unaware that the CIA hadn't told him all that they knew. Cheney, meanwhile, had made an unprecedented number of trips to the CIA during the runup to this presentation. Meanwhile, Tenet had removed the Niger-yellowcake allegation from Bush's State of the Union speech, knowing it was highly unreliable - and Bush put it back in!
Nobody who supported Obama was a bad guy in this exchange.
