Shouldn't this be renamed to the Department of OFFENCE?

You bet. It used to be called the War Department, which was a hair more honest. But the defense charade is how the war-mongers keep us fighting. Indeed, Al Qaeda pitches the same thing: we're under threat and need to defend our homeland.
