In March 2005, the Office of the Global AIDS Coordinator (OGAC) issued a policy directive entitled “ABC Guidance #1: For United States Government In-Country Staff and Implementing Partners Applying the ABC Approach to Preventing Sexually-Transmitted HIV Infections Within The President’s Emergency Plan for AIDS Relief.” The purpose of the guidance was to clarify the implementation of the Abstinence, Be Faithful, Condoms (ABC) approach within the President’s Emergency Plan for AIDS Relief (PEPFAR) while taking into consideration the abstinence-until-marriage earmark mandated by Congress in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003.
