When one files for a legal document, federally and locally recognized which is currently known as a "Marriage Certificate", one one is actually recieving is a legal filing of a joining of two people under law. A personal as well as business partnership. A legal marriage is only a filing by which to allow certain priveledges and protect both partners. Perhaps, instead of seeking legal gay marriage, we should be seeking to illegalize "marriage" as a religious ritual which has no legal value.
