The key to this relies on both a clever composition and more importantly, a large depth of field, in order to show both the near and far objects in sharp focus. The rules (depending on what equipment you're using) are usually small aperture = larger depth of field. Small apertures also require more light to give the correct exposure.
The sunset being picked by the silhouetted fingers is a great example.
