Is there any other county that uses this pre-election caucus and primary system?
Is it to ensure the two party ONLY system.

In a federal election for the president, why does each individual vote not count? As it is there is no incentive to vote in a definite red or blue state. If all votes were counted in total for the whole of America, then the incentive to vote would be there. Maybe it is as it is now so states can cede from the union.

Of course this presupposes that any form of real democracy is the intent and I'm not convinced.

I will defer to those who are more expert than myself, as
to how this system evolved. But, in my humble opinion,
it appears to have morphed into a 'gargoyle'.
