Is the same report Pakistan vehemently campaigned against?

Yes, Pakistan had lobbied against it, even though the report was balanced in its criticism of the Indian human rights record..

One thing the report points out is that Pakistan will not allow any elections in Gilgit and Baltistan, two areas in the former Maharaja ruled Kashmir state.
