The World Bank gives a developing country money. They use the money to buy guns from the U.S.
Not exclusively, but U.S. weapons are known for their quality, and their easy to use design.

And it all comes down to the market. If you make somethng they want, they will buy it. As far as the U.S. and Russia goes it has been this way for years. The U.S. sells a weapon to a country and Russia sells them a weapon to counter it, and vice versa. If the U.S. sold sticks they would sell stones. Those will be the weapons of choice for WW4, stock up now supplies may be limited.
