I think there's more to this vote than meets the eye. There are groups coming out of the bushes pressing to add this/delete that. One example is an article I clipped.

Here in N. Fla. there has been a battle raging over a coal plant which the regular people support, but environmental groups have stalled repeatedly. Several times there have been attempts to modify the off-shore drilling issues; to no avail. Where are those refineries that are so badly needed? Where are the nuclear power plants? Most all of us want to pursue alternative sources of energy wherever they might be found, but a lot of the efforts are blocked by over zealous environmental groups. I believe that "necessity i...

Yes, because we know increasing taxes on the one commodity that affects everybody the most will fix everything. Funny, I didn't hear anyone say the Dems weaken our adoption of renewable energy when the reject Bush's proposals that include tax incentives for developement of new technologies (which dems rejects), or the Bush energy policy that reduces dependence on foriegn oil and supports develpment of nuclear energy..
This was nothing but a political bill that everyone knew would fail. It was designed to fail for political purposes.

Not to mention there should be no priority placed on renewable energy until we build refineries and drill for oil in ANWR.

The REAL Napster
Actually, Hyperion Resources is building the FIRST oil refinery in the U.S. since 1976. The 8 billion dollar refinery is being planned for a midwestern location. If we were at peak oil like all these shillers have been claiming, Hyperion (and others) would not be building new refineries.

As far as the vote goes, I agree with Jatfla, I think there is alot more to this than we know about. It was scuttled on purpose from the looks of it. The purpose however, remains to be seen.
