I just watched it, and although the hit and run itself is disgusting, the behavior of the bystanders is debatable.

When someone is struck by a car with possible head and neck injuries, you should not move them. That leaves you a bit stuck as to what to do. The woman in the white tank top sees the accident, and immediately goes inside and presumably calls 911, and the cops are on the scene in moments. Other bystanders are observing and appear to be talking to the man.

Someone should have definitely stopped traffic and ensure that the man did not get hit again, but the overall handling of the situation wasn't an outright failure - he had professional help within a minute of being hit.
