I am nearly convinced that govts have absolutely no interest in children's rights. Be it the slave trade, lack of a decent education, lack of health care, maltreatment for being a female, abuse by molesters and so on. It is not to be found only in India. This horrid treatment of children is found in all countries.

            is to home the largest number of children in the world. Nearly one 
            third of its population -328.20 million in absolute terms - is children 
            below the age of 15 years. About 45% of its population are minors 
            i.e, below the age of 18 years. The country had formulated a National 
            Policy for Children in 1974 and ratified the United Nations Convention 
            on the Rights of the Child in 1992. A National Plan of Action for 
            Children (NPAC) was also drawn up in 1992, which had set goals for 
            various indicators to be achieved by the year 2000. But most of these 
            goals have remained unfulfilled, although significant improvements 
            have taken place in all the crucial indicators like infant and child 
            mortality rates, school enrolment ratios, drop-out rates, levels of
