Because the Authorities said it expected anyone finding something something of value to do something like check for an owner in classifieds or put out a classified ad themselves. So they find an object and an attempt to find an owner is described as a 'Universal Law' No it's a State law. While ignorance of the law is said to be no excuse, what about losing a ring. Isn't it the responsibility of the owner to be careful? These laws seem to be drafted for the sake of insurance companies, rather than the owners. Who would have a ring like that that wasn't insured. I'm sure it would have been mentioned if it wasn't. |
