If land becomes submerged, where do the people go?
Only have to look at nature to see the havoc and loss as animals try to live in new areas, when land is cleared.

Those who live on the high ground will be invaded by those from lower ground and they in their turn by those who live on even lower ground and so on.
Result: Not too good.
