Most of those unemployment rates aren't very accurate. They only count people who are currently getting unemployment benefits. If your benefits run out before you find another job then you are not counted. More and more studies are showing that people are having a tough time finding similar work and must either go back to school, retire, attempt to start your own business (which has an abysmally high failure rate), or become a stay at home parent and home the wife/husband/significant other can handle the loss of income.
