This has more to do with subsidizing emerging nations and the changing demographics resulting from globalization and costs and resources, etc, etc.
All of which, of course, are valid concerns, but somehow the public must be led into certain behaviors to accommodate certain re-arrangements of the planet's people and economies ~ ~ an MAN-MADE-GLOBAL-WARMING is the way "they" have chosen to achieve this.
