POPSMoney Down the Drain in Iraq An excellent editorial in today's N.Y.Times talks about a report just released by the office of the Special Inspector General for Iraq Reconstruction.Apparently,there have been excessive overhead costs.Overhead costs ran from 11% to 55% .The reason for these costs had to do with "shoddy contract writing,lax oversight and absent supervision that has consistently characterized Washington's approach to Iraq reconstruction from the start".
