The way it stands now, a pandemic could be declared over viral changes that really don't present a new threat.

Wonder why the "COPS" have gone hog-wild? Our police force is beyond federalized. Pictyure them with blue helmets and it begins to make a lot more sense. "During debates, in interviews and in his campaign literature, Biden contends he was crucial to the crime decline because he sponsored legislation in 1994 creating the Community Oriented Policing Services, or COPS, program that was designed to put 100,000 more sworn officers on the streets through 2001." http://www.sptimes.com/2007/11/05/Worldandnation/Biden_stretches_COPS_.shtml A review of the COPS-funded evaluation by the U.S. General Accounting Office (GAO, later renamed the Government Accountability Office) severely criticized the authors’ methodology and concluded: We cannot agree…that their 2001 study shows that some COPS grants (hiring and innovative) significantly reduced crime because, among other things, important variables were omitted from their analyses, the analytic models were misspecified, and the sample

Why does a new report from the International Association of Chiefs of Police read like every gun-ban strategy we’ve heard for the last 10 years? I'm going to describe a group that recently demanded enactment of a sweeping federal gun control agenda. Let's see if you can guess who it is. The group has 22,000 members in more than 100 countries. Membership categories include "city managers, highway safety specialists, psychologists, attorneys, coroners and management analysts," among others. The group has offices in Europe and the Caribbean, and the group's website describes its governing board in your choice of English, Spanish, Portuguese and French. Why does a new report from the International Association of Chiefs of Police read like every gun-ban strategy we've heard for the last 10 years? To find out, all one has to do is follow the money. http://www.freeople.com/blog/international-association-chiefs-police-iacp-backed-pro-gun-control-institutions/1184

All of this is being driven by the IACP the International Association of Chiefs of Police who are "consultants" to the UN since the 1970's and who has partnered with the gun banners-The Joyce Foundation. These guys are the drivers behind most of the federaliztion/militirization of police departments as well as being the proponents of "Intelligence Led Policing" and "COPS" Community Oriented Policing. The IACP is responsible for the policy, guidelines, promotion and placement of the Fusion concept that has led to the development of America's new Stasi-like system of domestic intelligence.
