What kind of responsible warfare engages (1) within a sovereign country on its own accord, (2) against "enemies" it can not prove it targetted, nor (3) prove whom they killed or injured? This is contrary to the historic accepted rules of warfare for rules of engagement. Accountable warfare says you identify your enemy publicly, receive authorization from the country's legitimate government (of course there is conveniently none since a coup deposed a previous "dictator"), and are accountable for the identification of the "enemy" killed, and there must be sufficient credible evidence to prove them an enemy, not mere allegation. Those are the long accepted "just war" principles that appear lacking in the coverage of these rogue attacks within other countries.
