If we are not to be determinists then there has to be a mechanism that allows the 'billiard ball' scenario to be over-ridden. Top-down causation might be that mechanism.

Many scientists consider top-down causation not to be real, they believe it is juat a complicated way of describing things that in the end confuses the real causal patterns. This paper attempts to combat that view. Go to the page and download the pdf file. It is exciting but very complicated
