     The announcement from Ms. Pelosi came as Republicans seized on Mr. Rangel’s troubles in an attempt to portray him and his fellow Democrats as entrenched and corrupt. Mr. Rangel, 78, who was elected to the House in 1970, has already asked the ethics committee to examine his renting four rent-stabilized apartments in Harlem and his use of Congressional stationery to solicit donations for an academic center at the City College of New York that would be named for him. He declined to be interviewed on Friday, but through Mr. Davis issued a statement saying he would also ask the ethics committee early next week to investigate his failure to report the rental income from the villa. “Congressman Rangel is just learning about all of this now,” Mr. Davis said. “He didn’t know how the loan was being paid or whether it was supposed to be reported as income. And until yesterday he thought he had been paying 10.5 percent interest.”

     Despite the calls for improved military absentee voting procedures by the people affected most, not a single Democrat crossed the aisle to co-sponsor a bill introduced by Rep. Roy Blunt that would have created a clearer path to having absentee military ballots counted in the 2008 election and beyond. Democrats, led by Speaker Pelosi, ultimately killed efforts to improve GI suffrage instead of working to extend the most basic democratic right to the men and women serving our country overseas. America is not fooled by Pelosi's empty words. Retired U.S. Marine Corps Capt. Charles Henry wrote in the July issue of the U.S. Naval Institute Proceedings: 'While virtually everyone involved...seems to agree that military people deserve at least equal opportunity when it comes to having their votes counted, indications are that in November 2008, many thousands of service members who try to vote will do so in vain.' I believe in natural gas as a clean, cheap alternative to fossil fuels. MR. BROKAW: But you’re also in a position to influence where the emphasis will be in where we’re moving. REP. PELOSI: Well, that’s not–that is, that is the marketplace. The fact is, the supply of natural gas is so big, and you do need a transition if you’re going to go from fossil fuels, as you say, you can’t do it overnight, but you must transition. These investments in wind, in solar and biofuels and focus on natural gas, these are the real alternatives.” Speaker Pelosi is fortunate that $50-$100K is a de minimus investment in her family. Most of us think $100,000 is a lot of money. Now that Pelosi is a believer in natural gas, I hope she will let the House vote on expanded drilling on federal and off-shore lands.

    Pelosi: Oil Companies Should Pay Royalties

      The government grants private companies “leases” for the resources in exchange for a portion called a royalty. Democrats have been clamoring for legislation that allowed oil companies drilling in the Gulf of Mexico in 1998 and 1999 to pay a reduced royalty even though the price of oil had risen substantially. The royalty break was an incentive to drill amid low oil prices. Democrats have suggested that companies be required to repay the back royalties if they want federal leases in the future. Republicans have called that a breach of contract with the drillers. In addition, The Denver Post reported Sunday that federal investigators are preparing to release a report detailing improper relationships between Interior Department officials who oversee offshore drilling and oil executives, including golf outings, ski trips and romantic liaisons. Also, Pelosi has been pushing to end tax breaks granted to oil companies.

     And then, let's not leave Obama out.v Obama says, "I want to make sure in ten years, no more using oil. Not going to use oil in ten years, I'm going to make sure it happens." How are you going to do that, sir? You don't run the market. "I'm going to make sure we have a million cars running on electricity in ten years." Where's electricity going to come from, bumble brain? You don't want any nuclear power plants built to produce it, where the hell are you going to get the electricity, where we going to get it? We get it from coal. Pardon my incredulity here, folks, but, you know, we always ask ourselves, how in the world do we get these people? Why does neither party have somebody worth voting for half the time?

     Only today, they have energy as a weapon. One premise of the new Putin Doctrine is that oil prices will stay high and that Russia, with its plentiful reserves, can use oil profits to fund its global ambitions. This is where Congress comes in. Since President Clinton refused to allow drilling in the Arctic National Wildlife Refuge in 1995, Democrats have stood in the way of any rational energy plan. Today, we pump just 25% of our oil; 40 years ago, it was 60%. We send about $900 billion a year overseas to buy oil, money that helps fund Russian and radical Islamic mischief. This is a problem. Now for the good news: The U.S. is the world's largest potential oil supplier — with as much oil, the Institute for Energy Research says, as has been used by the entire world over the last 150 years. Just offshore, we have 86 billion barrels of crude. The U.S. Arctic region, including Alaska, holds 30 billion barrels. In the Far West, we have more than 800 billion barrels of shale oil.

     Less capital will flow into energy exploration and refinement, supply will be constrained, and prices will rise. Those causal linkages aren't matters of partisan debate; they're simple and incontrovertible matters of economics. Still, as much recognition as Pelosi deserves for championing illogical policies for their own sake, I suspect the inclusion of these punitive measures in her new "plan" serves a simpler purpose. Namely, to make whatever "comprehensive" bill might emerge so unattractive that it will lose the bipartisan support enjoyed by the singular matter of whether or not to permit offshore drilling.

     Rep. Thaddeus McCotter has a message for Speaker Nancy Pelosi and the House Democratic caucus, and he wanted it delivered at Hot Air. Not surprisingly, then, the Speaker’s latest lethargy proposal apes other energy schemes she’s brought to the House floor without amendment and under a super-majority vote requirement. Desperate to guarantee these bills’ defeats and blame Republicans, the Speaker orchestrated the nauseating spectacle of “Don’t Care” Democrats, who a few months ago wouldn’t vote to drill a tooth, now hugging derricks instead of trees. This time, though, with a month of vacation under her Beltway, Pelosi’s ploy has a new wrinkle. In the media she is floating specious reasons why Republicans will vote against her radical cornucopia of energy insecurity. What she still fails to grasp, as with all her energy scams, is that the public will not be misled.

     The compromise plan offered by the Gang of 10 limits drilling to 50 miles off the coast of a few states, not all, and depends on an opt-in by those states. There is no mention of ANWR or of developing America's oil shale. Doing nothing is actually a better option than the compromise of the Senate's Gang of 10 because the oil drilling ban imposed by Congress expires on September 30. Democrats in Congress must renew this ban in order to continue to block America's access to her own oil. Due to Senate rules the minority may be able to block that renewal unless the Gang of 10 prevents it. Sen. McCain has not yet agreed to this compromise. Tell the Senate, the Gang of 10 and especially John McCain that voters don't want compromise with Democrats. Voters want to Drill NOW!

      The moratorium remained unchanged for more than a decade until Alaskan Sen. Ted Stevens spearheaded a successful effort to suspend the moratorium in 2003. In January 2007, President George Bush lifted Clinton's moratorium on leasing the drilling rights in the Aleutian Basin. The Aleutian Basin is the only shallow-water leasing area currently offered by the Interior Department. Roughly 80% of the area's waters are less than 200 feet deep. The most promising drilling prospects are located in water depths of about 300 feet.

     Compare the inept inactivity of Nancy Pelosi on this gas crisis with the informed activity of conservative talk show host Rush Limbaugh. Rush is politically savvy; Pelosi is politically cunning. Rush confronts government gridlock; Pelosi creates it. Rush gives solutions; Pelosi ground-n-pounds them. Rush says to drill here and drill now; Pelosi says not to drill now or later. Rush motivates Americans to action; Pelosi paralyzes the House to inaction. I would bet Rush has had more positive influence on Congress through the years by his broadcasts than Pelosi ever will from her House throne. He is a leader among that league of extraordinary gentlemen and conservative cultural crusaders -- such as Glenn Beck, Sean Hannity, Bill O'Reilly, Dick Morris, Newt Gingrich, Ann Coulter, John Kasich and Frank Pastore, to name a few. I pray that we ultimately inspire a new generation of patriots with a fire like Patrick Henry had rather than what Nancy Pelosi has.

    Will Reid Bring A Vote To Open New Areas For Exploration

     “Some people are just scared of the accusation that not leasing more acres has an impact on oil prices,” said Rep. Peter DeFazio, a senior Democrat from Oregon. “It just doesn’t.” Democratic lawmakers say the Reid-Bingaman proposal seems to be gaining momentum, though these same sources questioned whether Pelosi would schedule it for a vote in the House. But Pelosi has balked at scheduling any drilling legislation for a regular floor vote because that would give Republicans an opportunity to force vulnerable Democratic incumbents to vote on difficult amendments. Votes against expanded drilling would open Democrats to accusations that they had blocked efforts to lower record gas prices. Votes for Republican amendments to encourage more drilling, however, would anger environmental activists. Republicans are demanding votes on several amendments and have pledged to block Democrats from moving to other issues until drilling receives floor votes.

     Here's their spin: "Well yes, it's true that the Bush cuts are already scheduled to roll back. And it's also true that even in Washington you can't repeal the same cut twice to raise money. But we should assume that Congress will act to restore the cuts once they expire. Then, we can repeal the restored cuts, and that will generate billions in "new" revenue. I don't make up this stuff. They want us to assume that Speaker Pelosi & Co. will pass big tax breaks for wealthy Americans. And we are also to believe that - maybe even on the same day - they'll "roll back the tax cut." Somehow, magically, this now-you-see-it, now-you-don't tax cut will raise billions from the rich. This way, politicians can pay for all their proposed new spending without adding any red ink. Understand?

     Washington - As Congress heads into its last week before August recess and political conventions, there's one big item on the must-do list: Action to ease energy costs for American families. ongressional leaders are increasingly deadlocked over what to do. In response, frustrated rank-and-file members on both sides of the aisle are stepping up efforts to find common ground. Rep. Nick Lampson (D) of Texas is now pursuing his own version of an offshore drilling bill that would dedicate all $2.6 trillion in expected royalties to research on alternative energy. Last week, Republicans blocked three Democratic bills in as many days: On Thursday, the House rejected a measure that would have released about 70 million barrels of oil from the nation's SPR. On Friday, Senate Republicans blocked a move that would stop excessive speculation in energy markets. On Saturday, the GOP opposed taking up a $5.1 billion Senate measure to help low-income Americans pay utility bills this year.

    Wall Street Likes The Bailout Plus Drill, Drill, Drill

      But my thought is that a Senate victory might just blow Pelosi out of the water and open the floodgates to Democratic defections in the House. If a drilling bill ever passes Congress, oil prices will keep on plunging — perhaps all the way to $75 a barrel, which is the profitable break-even point for lifting the extra barrel of oil. That would drive the Dow to somewhere between 15,000 and 16,000, and it would have a huge tax-cut effect on the economy. And, of course, it could completely change the November election outlook in a highly favorable way for the GOP. The conventional wisdom says Republicans are gonna get clobbered again this fall. But drill, drill, drill would overturn that wisdom. More drilling today would have the potency of the Reagan tax cuts 28 years ago in the 1980 landslide race. But the GOP has got to make the case. And deregulating oil, which is great policy, would offset much of the bad policy pain coming out of the Fannie-Freddie housing bailout.

Acknowledging her ability to influence decision-making, Pelosi said in the CNN interview that she gets to operate differently than her Senate counterpart, Majority Leader Harry Reid of Nevada. Reid must reach out to Republicans to muster 60 votes — enough to stop a filibuster — to get anything done. It's an example of the vast power placed in the office of the speaker, who sets the agenda for the 435-member House. Members can force a vote if enough of them sign a petition, but that's a rarity because it requires rank-and-file Democrats to line up against their boss. In this case, Pelosi is going against a rising tide of public opinion. Faced with rapidly increasing gasoline prices, 73 percent of Americans now favor offshore drilling, according to a poll conducted by CNN/Opinion Research Corp.

They're providing a rhetorical distraction to the fact that they want high gas prices, probably higher ones than we have right now. Meanwhile, in order to deflect and even harness consumer anger in the political arena, they can send out Chuck Schumer to put on this dog-and-pony show about the phantoms that are secretly directing the economy from behind closed doors. It's a smokescreen. As an energy consumer, you should be a lot more concerned about what Democrats are doing in the open Senate chamber.      Well, if Congress moves to seal the deal, oil prices will probably keep on falling. That’s the way traders work. They discount the future. Psychology and expectations can turn on a dime. The congressional ban on offshore drilling expires September 30, so that becomes a key date. A new report from Wall Street research house Sanford C. Bernstein says that California actually could start producing new oil within one year if the moratorium were lifted. The California oil is under shallow water and already has been explored. Drilling platforms have been in place since before the moratorium. They’re talking about 10 billion barrels worth off the coast of California. There’s also a “gang of 10” in the Senate, five Republicans and five Democrats, that is trying to work a compromise deal on lifting the moratorium. So it’s possible a lot of action on this front could occur much sooner than people seem to think. Deregulate, decontrol, and unleash the American energy industry.

     In essence, an artificial “monopoly” has been created among the member nations, whereby they can unilaterally determine what the rest of the world will pay for its energy needs. But for this monopoly to survive and thrive, it requires the defacto cooperation of all other parties involved. Perhaps the most infuriating aspect of this situation is that such “cooperation” is effectively coming from the Democrat controlled Congress of the United States. In a sinister sense, America is officially refusing to increase the world production of oil, thus strengthening the OPEC monopoly and its ability to deliberately inflate the price of crude oil. By stubbornly refusing any consideration of exploring, drilling, and thus expanding American oil production, House Speaker Nancy Pelosi (D.-CA) and Senate Majority Harry Reid (D.-NV) along with their Democrat political machine in Washington, are effectively forcing the entire American oil industry into the role of collaborating OPEC members.

     Democrats would not say when these bills would be ready for floor consideration. House Republican Leader John Boehner (R-Ohio) took to the floor to again criticize Democrats for dodging votes on energy bills, charging that Democrats are avoiding votes on the opening up of the Artic National Wildlife Refuge and the OCS. Hoyer soon followed to retort, saying he and Democratic leaders have for weeks been urging for drilling on approved acres, only to have those efforts blocked by Republicans. He blamed Bush, Vice President Dick Cheney – the “two oil men in the White House” – and Republicans for setting an energy policy that has driven up gas prices and steered record profits to the energy companies. “As every serious person who has studied this issue knows, the proposals that Democrats are producing are shams and hoaxes designed to provide political cover and not to produce more American energy and lower gas prices,” Boehner spokesman Michael Steel said.

Mr. McGovern's press office says the Congressman is merely working at the behest of families whose relatives are held as FARC kidnap hostages.      The most common-sense energy solution in the short term is to increase domestic oil production in the United States by allowing more exploration and drilling. Currently, there is a Congressional moratorium on drilling in the Outer Continental Shelf (OCS) that has been in place for 27 years. This moratorium translates into roughly 85% of the OCS that Congress has declared off-limits for oil exploration and drilling. It simply does not make sense for the United States to allow its domestic oil resources to sit unused and depend on other nations in unstable regions of the world for its energy needs.
