In the case of the CDA, in seeking to suppress sexually extreme material, its authors experienced the traditional knee-jerk reaction to bare breasts and proscribed everything which could be described as having any sexual content. You might well ask what falls into this broad classification. You'd probably have to ask it of a judge if the law decides it includes something you've put on line.
