 This is the only plan that would allow the American taxpayers to receive the full $2.6 trillion in lease payments, royalties and corporate taxes that some estimate will be generated from full exploration of the OCS. But the all-of-the-above plan does not end there. It also opens up the 10.3 billion barrels of oil estimated to be in the Arctic National Wildlife Refuge. A 2007 study by the University of California estimated that leases and royalties from ANWR would generate $251 billion in government and state revenue — and that was assuming a barrel of oil cost $53. Oil opens at $102 a barrel today. Alternative energy is not ignored either. The Republican plan also attempts to improve energy conservation with tax credits for businesses and families who purchase more fuel-efficient vehicles. Barriers to the revival of the nuclear power industry are removed, and the tax credits for renewable energy (including but not limited to wind, solar and hydrogen) are part of the plan.

One premise of the new Putin Doctrine is that oil prices will stay high and that Russia, with its plentiful reserves, can use oil profits to fund its global ambitions. This is where Congress comes in. Since President Clinton refused to allow drilling in the Arctic National Wildlife Refuge in 1995, Democrats have stood in the way of any rational energy plan. Today, we pump just 25% of our oil; 40 years ago, it was 60%. We send about $900 billion a year overseas to buy oil, money that helps fund Russian and radical Islamic mischief. This is a problem. Now for the good news: The U.S. is the world's largest potential oil supplier — with as much oil, the Institute for Energy Research says, as has been used by the entire world over the last 150 years. Just offshore, we have 86 billion barrels of crude. The U.S. Arctic region, including Alaska, holds 30 billion barrels. In the Far West, we have more than 800 billion barrels of shale oil.

How about some honesty now from republicans (instead of circling the wagons as if Big Oil are pure saints), let's hear them criticize this policy of the oil companies while they complain of insufficient supply (e.g. "its OPECs fault")! Would be glad to hear any attempts at defending this export policy, which can only contribute to an increase in the price of gas here. Forgive us for complaining now about excessive profits when they are the ones limiting our domestic gas supply! (I have no objection to increase drilling either, but weary of the mantra that is blind to the truth).

 The WSJ explains that by "riding voter discontent over high gas prices, the GOP has made antidrilling Democrats this summer's headlines." But, along comes the Gang of 10, complete with five GOP senators who are quite eager to stick it to conservatives and cave in to the Democrats. The plan is a Democratic giveaway. New production on offshore federal lands is left to state legislatures, and then in only four coastal states. The regulatory hurdles are huge. And the bill bars drilling within 50 miles of the coast -- putting off limits some of the most productive areas. Alaska's oil-rich Arctic National Wildlife Refuge is still a no-go. The highlight is instead $84 billion in tax credits, subsidies and federal handouts for alternative fuels and renewables. The Gang of 10 intends to pay for all this in part by raising taxes on . . . oil companies! The Republican Five has potentially given antidrilling Democrats the political cover they need to neutralize energy through November.

It's So Simple But People Won't Do It

 People talk a lot about wanting to save energy, lower oil/gas prices, and be more environmentally friendly, but most of it is just that - talk. People want to appear like they want to make a difference because it's become socially unacceptable to appear not to care. But when it comes to taking action, if it impacts people's current lifestyle in any way - even the smallest bit - most people won't do it. Consider driving 60-65 MPH on the freeway instead of 75-80, and going slower on the accelerator. If everyone did this, the savings would be HUGE - but of course people feel they have to get where they're going 30 seconds sooner and need to show of the power of their engines, so they won't do it.

 Instead of Drill! Drill! Drill!, their motto could be: Kill! Kill! Kill! In response to skyrocketing gas prices, liberals say, practically in unison, "We can't drill our way out of this crisis." What does it mean? Finding more oil isn't going to increase the supply of oil? It is the typical Democratic strategy to babble meaningless slogans, as if they have a plan. Their plan is: the permanent twilight of the human race. Liberals complain that -- as Obama put it -- there's "no way that allowing offshore drilling would lower gas prices right now. At best you are looking at five years or more down the road."This is as opposed to airplanes that run on woodchips, which should be up and running any moment now. What we need is a president who will take on the US Congress and get them to stop strangling both the American public and energy companies with taxes and regulations; a president who will call congressional leaders of both parties on the carpet, publicly expose their hypocrisy, and demand that they take immediate action to repeal the smothering burdens they have shackled all of us with and which have caused skyrocketing oil prices. So the next time you feel like blaming the oil companies for the price of gas, why don't you call your congressman instead; I suggest that you get down on your knees and thank God for the brilliant minds of oil company engineers, geologists, chemists, and executives who - in spite of the US Congress - have the creativity and courage to provide the energy that keeps all of us alive and enjoying our modern way of life.

McCain has opposed drilling in the refuge, maintaining that the pristine areas in northeastern Alaska should be protected from energy development. On Monday, McCain made lifting the federal ban on offshore oil and gas development a key part of his energy plan. The Arizona senator said states should be allowed to pursue energy exploration in waters near their coasts and receive some of the royalty revenue. Bush has made clear in recent weeks that the drilling moratorium in coastal waters should end to allow for more domestic oil production and help "take the pressure off the price of gasoline." Sen. Barack Obama, the Democratic candidate for president, opposes lifting the ban on offshore drilling and says that allowing exploration now wouldn't affect gasoline prices for at least five years.

  And McCain and his Greeniac buddies in Congress are in no small way responsible for that. But his demagoguery on the energy issue is truly disappointing. They've blocked exploration and drilling offshore and in any part of the Arctic National Wildlife Refuge - likely repositories of some 100 billion barrels of oil and hundreds of trillions of cubic feet of natural gas. Just the news that America's domestic energy sources were finally being tapped surely would discourage those "evil" speculators, and lower the price of crude. That, in turn, would help strengthen the weakened dollar - another reason for higher prices. And it would create tens of thousands of American jobs in the process. How anyone who understands so clearly the necessity for resolutely fighting terrorism can be so obtuse on this equally critical issue is a true mystery.

 California won't drill for the estimated 1.3 billion barrels of recoverable oil off its coast because of bad memories of the Santa Barbara oil spill - in 1969. We won't drill for the estimated 5.6 billion to 16 billion barrels of oil in the moonscape known as the Arctic National Wildlife Refuge (ANWR) because of - the caribou. Our waters may hold 60 trillion untapped cubic feet of natural gas. As in Brazil, these are surely conservative estimates. While Brazilians proudly embrace Petrobras, yelling "We're Going to Be No. 1," the U.S.'s Democratic nominee for president, Barack Obama, promises to impose an "excess profits tax" on American oil producers. You'd think the "national security" nominee, John McCain, would get this. He's clueless - a don't-drill zombie. The Democrats' climate-change bill collapsed last week under the weight of brutal cost realities. Why we are sitting on an ocean of energy but won't drill for it?

While Bush was in Riyadh urging the Saudis to pump more oil, congressional Democrats were busy undercutting him, threatening to halt arms sales to our Mideast ally. If we don't sell arms to Saudi Arabia, Russia will. The result would be a loss of American leverage with the Saudis, who, like many, feel threatened by a nuclear Iran and the menace of al-Qaida. At least Bush convinced the Saudis to boost output 300,000 barrels a day. That helps. But we still have to do more ourselves. The U.S. uses about 21 million barrels of oil a day. But only 8 million come from our own sources. That leaves a 13-million-barrel-a-day deficit that, at $126 a barrel, will cost us $600 billion to plug this year. That's more than two-thirds of our total trade deficit.
