Only today, they have energy as a weapon. One premise of the new Putin Doctrine is that oil prices will stay high and that Russia, with its plentiful reserves, can use oil profits to fund its global ambitions. This is where Congress comes in. Since President Clinton refused to allow drilling in the Arctic National Wildlife Refuge in 1995, Democrats have stood in the way of any rational energy plan. Today, we pump just 25% of our oil; 40 years ago, it was 60%. We send about $900 billion a year overseas to buy oil, money that helps fund Russian and radical Islamic mischief. This is a problem. Now for the good news: The U.S. is the world's largest potential oil supplier — with as much oil, the Institute for Energy Research says, as has been used by the entire world over the last 150 years. Just offshore, we have 86 billion barrels of crude. The U.S. Arctic region, including Alaska, holds 30 billion barrels. In the Far West, we have more than 800 billion barrels of shale oil.

But the all-of-the-above plan does not end there. It also opens up the 10.3 billion barrels of oil estimated to be in the Arctic National Wildlife Refuge. A 2007 study by the University of California estimated that leases and royalties from ANWR would generate $251 billion in government and state revenue — and that was assuming a barrel of oil cost $53. Oil opens at $102 a barrel today. Alternative energy is not ignored either. The Republican plan also attempts to improve energy conservation with tax credits for businesses and families who purchase more fuel-efficient vehicles. Barriers to the revival of the nuclear power industry are removed, and the tax credits for renewable energy (including but not limited to wind, solar and hydrogen) are part of the plan.

POPSCongress Shows How Clueless It Is, Once Again [continued[ or offshore, where another 30 billion await. If you think Congress' decision-making on energy couldn't get any worse, think again. While Bush was in Riyadh urging the Saudis to pump more oil, congressional Democrats were busy undercutting him, threatening to halt arms sales to our Mideast ally. If we don't sell arms to Saudi Arabia, Russia will. The result would be a loss of American leverage with the Saudis, who, like many, feel threatened by a nuclear Iran and the menace of al-Qaida. At least Bush convinced the Saudis to boost output 300,000 barrels a day. That helps. But we still have to do more ourselves. The U.S. uses about 21 million barrels of oil a day. But only 8 million come from our own sources. That leaves a 13-million-barrel-a-day deficit that, at $126 a barrel, will cost us $600 billion to plug this year. That's more than two-thirds of our total trade deficit.

POPSUS Oil Companies Shamelessly Increase Exports Their exports to other countries are surging while they complain about drilling access. How about some honesty now from republicans (instead of circling the wagons as if Big Oil are pure saints), let's hear them criticize this policy of the oil companies while they complain of insufficient supply (e.g. "its OPECs fault")! Would be glad to hear any attempts at defending this export policy, which can only contribute to an increase in the price of gas here. Forgive us for complaining now about excessive profits when they are the ones limiting our domestic gas supply! POPSThe Five GOP Senators Killing The Energy Issue For Americans The WSJ explains that by "riding voter discontent over high gas prices, the GOP has made antidrilling Democrats this summer's headlines." But, along comes the Gang of 10, complete with five GOP senators who are quite eager to stick it to conservatives and cave in to the Democrats. The plan is a Democratic giveaway. New production on offshore federal lands is left to state legislatures, and then in only four coastal states. The regulatory hurdles are huge. And the bill bars drilling within 50 miles of the coast -- putting off limits some of the most productive areas. Alaska's oil-rich Arctic National Wildlife Refuge is still a no-go. The highlight is instead $84 billion in tax credits, subsidies and federal handouts for alternative fuels and renewables. The Gang of 10 intends to pay for all this in part by raising taxes on . . . oil companies! The Republican Five has potentially given antidrilling Democrats the political cover they need to neutralize energy through November.

POPSSitting On An Ocean Of Energy, Doing Nothing California won't drill for the estimated 1.3 billion barrels of recoverable oil off its coast because of bad memories of the Santa Barbara oil spill - in 1969. We won't drill for the estimated 5.6 billion to 16 billion barrels of oil in the moonscape known as the Arctic National Wildlife Refuge (ANWR) because of - the caribou. Our waters may hold 60 trillion untapped cubic feet of natural gas. As in Brazil, these are surely conservative estimates. While Brazilians proudly embrace Petrobras, yelling "We're Going to Be No. 1," the U.S.'s Democratic nominee for president, Barack Obama, promises to impose an "excess profits tax" on American oil producers. You'd think the "national security" nominee, John McCain, would get this. He's clueless - a don't-drill zombie. The Democrats' climate-change bill collapsed last week under the weight of brutal cost realities. Why we are sitting on an ocean of energy but won't drill for it?

In response to skyrocketing gas prices, liberals say, practically in unison, "We can't drill our way out of this crisis." What does it mean?
