The rumors and evidence about Bush-Clinton drug ties continue to be given credence in actions like this. Border agents get jailed, while drug dealers get pardoned. Maybe someone should follow the money. Presidential pardons, from the Founders, were designed only to be used to pardon or forgive offenses against the Executive or Government, not for arbitrary purposes.
