POPSRevoke EPA’s Licenses to Pollute Behind the veil of “clean skies,” however, smog and soot and very small toxic particulate matter are still pouring out of the pipes of cars, trucks, the containerized shipping industry that drives global commerce, airplanes, incinerators, large farms and factories. These microscopic particles cause inflammation and injury to the lungs and the blood, killing thousands and condemning many more to life with asthma. Runoff from agribusiness, industry and suburban trophy lawns still flows through our (non-burning) rivers, creating dead zones off our shores and sickening swimmers on our beaches. This is happening because industries have become experts at delaying and manipulating the work of EPA through political pressure and legal tactics. And EPA analysts cut and paste corporate-generated studies and analysis into their findings. As a result, the EPA often acts as if it were protecting the earnings of regulated industries rather than the public’s health.

POPSMagical Thinking vs. Reality amount to $1.05 to $1.38 per gallon, or 42 to 55 percent of ethanol's wholesale market price. Ethanol does not reduce gasoline prices. If you lived in urban areas that used reformulated gasoline last summer -- that's the environmentally "clean" gasoline required for areas with air pollution problems -- you might have paid up to 60 cents a gallon more for gasoline. That's because the federal government required oil refineries to use 4 billion gallons of ethanol in 2006, regardless of price, and gas pump prices last summer reflected the fact that ethanol was twice as expensive as conventional gas in wholesale markets, and far more costly to deliver. The truth is that if ethanol has commercial merit, it doesn't need the subsidy. And if it doesn't, no amount of subsidy will bestow it.

POPSHow Parking Lots Can Beat the Heat & Gain Energy On hot, sunny days when air conditioners threaten to overload the power grid, solar power generation makes a lot of sense. Parking lots in asphalt-rich cities have great solar potential because the panels can be oriented to optimize power production during summer afternoons when electricity is most valuable. Google, for example, has installed solar canopies on its parking lots to satisfy 30 percent of its headquarters' power demand. Because the parking lots for most commercial buildings are bigger than the buildings themselves, economies of scale for large installations can further reduce the cost of the solar panels. We shouldn't wait until the next heat wave to think about getting solar power from our parking lots.

Refuse to clean up If it were a private polluter and not the Pentagon, the EPA would most likely go to court to force compliance, but an executive branch policy prevents federal agencies from suing one another. Other agencies, including NASA and the Department of Energy, have complied with the EPA’s Superfund cleanup orders without protest. This is the second time in a week that it’s been revealed that the EPA’s authority has been ignored by others in the government. The New York Times reported last Wednesday that, when the EPA sent an e-mail to the White House concluding that greenhouse gasses can be regulated by the Clean Air Act, the White House simply refused to open it, successfully getting the EPA to backtrack.
