 Several years ago, I attended a forum in Washington, DC on supply chain responsibility. At the time, I was managing corporate social and environmental responsibility communications for two different clients, both with vast, global supply chains. Supplier responsibility was an area of constant focus and opportunity for these companies. The forum was a quiet, routine affair as these things go, and polite. H.R.1 commonly known as the Recovery and Reinvestment Act, Effective February 17, 2009 even more commonly known as the Stimulus Bill and aptly dubbed the Porkulus Bill contains a whopping $1.1 billion to fund the Federal Coordinating Council for Comparative Effectiveness Research. The Council is the brain child of former Health and Human Services Secretary Nominee Tom Daschle. Before the Porkulus Bill passed, Betsy McCaughey, former Lieutenant governor of New York, wrote in detail about the Council's purpose. Daschle's stated purpose (and therefore President Obama's purpose) for creating the Council is to empower an unelected bureaucracy to make the hard decisions about health care rationing that elected politicians are politically unable to make. The end result is to slow costly medical advancement and consumption.

 This post by Jay Cross resonates with a recent experience I had when I was at a client site in the USA. I have amplified the section that closely reflects my experience. The organization is in the process of moving from an ILT environment to a primarily e-learning one where "e" stands for anything web-based, accessible via the computer (not necessarily custom e-learning courses). I was glad to discover through my interactions with the CIO and the senior VP of training that they had already considered training (read learning) as a competitive advantage for the organization. They had also considered use of Web 2.0 apps like wiki and forums for knowledge sharing and learning. The CIO, an especially astute individual, had also defined the parameters where he believed traditional, bespoke e-learning was the key vs. the need for "on the fly" user generated content that would feed into the overall learning of the organization. Newdow first sued the school district over the pledge in 2000.
