POPSWho Cares about Size of Government? How about Competent Government? Don't be so scared of government that you serve it, instead of it serving you. Revolutions of the past did not protest how much governments were doing for their well-being. Fundamentally, if taxes had ever been used to actually deliver services to the people instead of funding monarchs and their wars, there might be less fear of taxes. Overcome your fears. Make your government serve you. Like the French providing household assistance services for free to all new moms a few hours a week until the mother feels ready to handle everything.

POPSCigarette Tax Burnout In New York City and State, tobacco taxes have been raised so many times that the retail cost can exceed $9 a pack -- about double the national average. Few budget-savvy smokers in the Big Apple pay that tax. Patrick Fleenor, an expert on tobacco taxes at the Tax Foundation, estimates that there is "now a 75% gap between cigarette sales in the city and cigarette consumption." In other words, three out of four cigarettes are bought elsewhere or are contraband. In New Jersey, about 40% of the Marlboros and Virginia Slims that are lit up escape the $2.57-a-pack tax. In Washington State, evasion was so rampant that the legislature decided in 2005 to lower the 75% tax on cigars and other tobacco products as a way to raise revenue and help state retailers.

Calvo insisted the couple's two black Labradors were gentle creatures and said police apparently killed them "for sport," gunning down one of them as it was running away. "Our dogs were our children," said the 37-year-old Calvo. "They were the reason we bought this house because it had a big yard for them to run in." The mayor, who was changing his clothes when police burst in, also complained that he was handcuffed in his boxer shorts for about two hours along with his mother-in-law, and said the officers didn't believe him when he told them he was the mayor. No charges were brought against Calvo or his wife, who came home in the middle of the raid. Prince George's County Police Chief Melvin High said Wednesday that Calvo and his family were "most likely ... innocent victims," but he would not rule out their involvement, and he defended the way the raid was conducted. But since her restraining order was leaked to the press, the licensure verification website of the Maryland State Board of Social Work Examiners, who is required by law to verify such LMSW licensure, continues to be having technical difficulties. But Georgia is the real story, moving from 15th to fifth place. Georgia finished in the top 10 in four of the six categories we examined (economic climate, growth prospects, labor supply and regulatory environment). Just two other states, Virginia and third-ranked Washington, managed this feat. Our rankings measure states on six main areas of importance: business costs, labor supply, regulatory environment, current economic climate, growth prospects and quality of life. Business costs are weighted the most, but low costs were not enough to keep Louisiana and West Virginia from being the bottom two in our ranking. We look at a total of 32 data points to compile rankings of the six main categories.
