Indeed, sometimes the mere gratification of sexual urges is deemed a "necessity" that makes the forbidden permissible in Islam, as in this historical anecdote:

But nobody is so sanguine on what comes next: establishing the government of Afghanistan and reconstruction. I wouldn't doubt our success their either but for one fact: the area's economy is based on opium production. The drug war could end up poisoning the entire operation. It's one thing to replace the Taliban with rulers who are not our enemies. It's another, more difficult, thing to attack people's livelihoods. The only way out is for us to buy their opium crops, all of it. The government could sell it to someone who can make narcotics for hospitals. Or just throw it in the ocean. Whatever. It's a small price to pay for stabilizing a nation with Afghanistan's history.

Incineration is preferred as this prevents the hazard of land filled medicines contaminating water supplies or drugs being collected and sold on the black market. In Eritrea after the war of independence, seven truckloads of expired aspirin took six months to burn. The real tragedy is the cost of this process. In the Venezuela floods in 2000, seventy percent of donated pharmaceuticals had to be destroyed. To be able to cover this cost, a support line to provide psychological support to the survivors had to be shut down.

Reid also has agreed to bypass Senate cloture and filibuster rules and claim that these modifications fall under “reconciliation” and don’t require 60 Senate votes. To pass the fixes, he won’t need one Republican; he won’t even need Joe Lieberman or wavering Democrats such as Jim Webb of Virginia. His 52 pledged senators give him a simple majority to pass any changes they want, which will later be rubberstamped by Pelosi’s House and signed by Obama. This plan, of course, is a total subversion of the legislative process. It was a shocker that the candidates in the last presidential election were working with war chests of upward of half a billion dollars. In fact, according to the Center for Responsive Politics, Obama raised and spent roughly $730 million, while John McCain raised and spent about half that amount. Obama avowed that he did not take lobbyists money, but that budget did not grow on small trees, even though it was only $2.50 for every man, woman, and child in the country.
