Než založili Larry Page a Sergey Brin firmu Gogole, byli postgraduálními studenty, kteří pracovali na projektu digitální knihovny na univerzitě ve Stanfordu. Cílem tohoto projektu bylo digitálně archivovat knihy, tisk a vědecké časopisy. V roce 2002 se Page obrátil na svou alma mater, University of Michigan, s návrhem, že zdigitalizuje jejich knihovnu. Tak se zrodil projekt Google Library a proti Googlu se začali vzmáhat nepřátelé.

Filozofie firmy Google není založena na získávání kontraktů o přístupu k uzavřeným zdrojům, které by pak firma prodávala. Filozofie firmy Google je založena na strukturaci a zpřístupnění materiálu jiných lidí, čímž se vytvoří prostor pro reklamu. Podle filozofie firmy Google je individuální materiál bezcenný. Žádná jediná stránka není důležitější než jiná, hodnota spočívá v počtu přístupů.
