In 1997, before the visit of the Pope to Rio de Janeiro, Captain Nascimento from an elite squad to combat drug deals is assigned to eliminate the risks of the drug dealers in a dangerous slum nearby. He is trying to find a man to replace him, and narrows down his choices to new recruits, Neto and Matias. They join the squad after backing out from the corrupted, incompetence and stupid bureaucracy of the military police. Without their knowledge, the squad and its operations challenge these guys’ views to their cores.
