From my experience in Uganda if HIV testing is not made compulsory, very few people will test voluntarily.

People that are willing to test have done so by now! Any adult that has not tasted will not do so voluntarily.

HIV Tests should not be made compulsory. This will be tantamouint to gross violation of the rights of patients. Would we want to perpetrate human rights violation in order to fight HIV/AIDS? I am very sure this will not go down well with human rights activists.
Making HIV tests compulsory in hospitals and health center will go a long way to only scare patients away from them.
I will suggest more regorous campaigns to sensitise people on the need for voluntary counselling and HIV testing.

Yes, HIV tests should be mandatory for all. However, the results thereof should be kept confidential with a view to erase the stigma attached to it.
