POPS Ship's oil washing up in San Francisco Bay

The oil was low grade 'Bunker fuel'-residue from oil refining, containing many contaminants. It is described by their standards as a "Medium spill" Compared to what? The tanker was ripped on Oakland bridge support tower, in the fog and was said to have left no structural damage to the span-How comforting. Don't they have GPS to help these tankers avoid running into things. Who was the Pilot? The ship is owned by the Chinese Government. A bay pilot should know the waters.

The name Alcatraz from the Title ' Island if the Albatross',given to it by discoverer Juan de Ayala, in 1775. Always wondered what that meant, but never looked. Was originally a lighthouse.
