POPSWorld Markets Soar After Last Week's Plunge
economy into recession. On Monday five central banks — including the U.S. Federal Reserve and the European Central Bank — unveiled new measures to thaw frozen credit markets and bolster funding to banks. The Bank of England, the European Central Bank and the Swiss National Bank said they would provide unlimited U.S. dollar funds to financial institutions. The Bank of Japan said it was considering similar measures. In Britain, three of the country's largest banks — Royal Bank of Scotland Group PLC, Lloyds TSB Group PLC and HBOS PLC — announced plans to take up to 37 billion pounds (US$63 billion) of government money to boost their balance sheets. Earlier in the day, Australia said it would guarantee bank and other lender deposits for three years. The moves came after leaders of the 15 euro-zone countries said Sunday they would guarantee new bank debt until the end of 2009, allow governments to help banks by buying preferred shares and vowed to rescue DOW up 350

POPSGAO testifies surge has not met goals Only 4 of the 18 benchmarks have been met and only 1 benchmark has been met since the 3 that were met as of Aug. 2007 report. Petraeus is careful not to credit all the progress to the surge of U.S. troops in 2007. The sea change came last year from a series of movements now known as the Awakening. So would the Sunni Awakening have succeeded without the surge? Possibly, he concedes. The 18 benchmarks by which to measure the surge's success are here: http://www.whitehouse.gov/news/releases/2007/07/20070712.html

POPSNYT: US aid spending/GNP worst of developed nations "aggregate aid budget of the most developed nations amounts to 0.28 percent of their gross national income … The United States, shamefully, is at the bottom of the list, spending 0.16 percent of its income on development assistance"

POPSThe Democrats' Fairy Tale
And the improvements in Anbar could never have been sustained without aggressive American military efforts — efforts that were more effective in 2007 than they had been in 2006, due in part to the addition of the surge forces. Last year’s success, in Anbar and elsewhere, was made possible by confidence among Iraqis that U.S. troops would stay and help protect them, that the U.S. would not abandon them to their enemies. Because the U.S. sent more troops instead of withdrawing — because, in other words, President Bush won his battles in 2007 with the Democratic Congress — we have been able to turn around the situation in Iraq. And now Iraq’s Parliament has passed a de-Baathification law — one of the so-called benchmarks Congress established for political reconciliation. For much of 2007, Democrats were able to deprecate the military progress and political reconciliation taking place on the ground by harping on the failure of the Iraqi government to pass the benchmark legislation

POPSGeneral Obama Calls For Shift Of U.S. Forces To Afghanistan Obama, who has made his opposition to the U.S.-led invasion of Iraq five years ago a centerpiece of his campaign, was in Baghdad to assess security in Iraq, where violence has fallen to its lowest level since early 2004. Iraqi government spokesman Ali al-Dabbagh said Obama did not mention his pledge to remove U.S. combat troops within 16 months if he takes office in talks with Prime Minister Nuri al-Maliki. But in comments suggesting Iraq and Obama are not far apart on the timeframe, Dabbagh said Baghdad's goal was for foreign combat forces to leave by the end of 2010 if security conditions allowed. Dabbagh has floated a similar timeframe before. "We cannot give any timetables or dates but the Iraqi government believes the end of 2010 is the appropriate time for the withdrawal of the forces," Dabbagh told reporters. http://news.yahoo.com/s/nm/20080721/pl_nm/iraq_dc

POPSText of McCain Editorial rejected by the NY Times This editorial was a written response to Obama's editorial. It was rejected. continuing.. "Perhaps he is unaware that the U.S. Embassy in Baghdad has recently certified that, as one news article put it, “Iraq has met all but three of 18 original benchmarks set by Congress last year to measure security, political and economic progress.” Even more heartening has been progress that’s not measured by the benchmarks. More than 90,000 Iraqis, many of them Sunnis who once fought against the government, have signed up as Sons of Iraq to fight against the terrorists. Nor do they measure Prime Minister Nouri al Maliki’s new-found willingness to crack down on Shiite extremists in Basra and Sadr City—actions that have done much to dispel suspicions of sectarianism."

POPSUSA's Unhealthy Health Care Rating
**Up to 100,000 fewer people would die from causes that could have been prevented by good health care if the US achieved the lower mortality rates of leading countries **Thirty-seven million more adults would have an accessible primary care provider, and 70 million more adults would receive all recommended preventive care **The Medicare program could potentially save at least $12 billion a year by reducing hospital readmissions or by reducing hospitalizations for preventable conditions. **Reducing health insurance administrative costs to the average level of countries with mixed private/public insurance systems (Germany, Netherlands, and Switzerland) would free up $51 billion annually, or more than half the cost of providing comprehensive coverage to all the uninsured in the US. Reaching the lowest rate benchmarks (2 to 3 % of national health expenditures spent on adm. costs) set by the lowest countries Finland, Japan, and Australia—could save an estimated $102 billion per yea

POPSFacts matter The Iraqis most enthusiastic about Obama’s plan surely are al-Qaeda members, Sadrists, Iranian agents and sectarian killers of every stripe. The prospect of an American president suddenly letting up on them has to be the best cause for hope they’ve had in months. Obama’s withdrawal would immediately embolden every malign actor in Iraq, and increase their sway in Iraqi politics. In his oped, Obama sticks to the badly dated contention that Iraqis “have not reached the political accommodation that was the stated purpose of the surge.” In fact, roughly 15 of 18 political benchmarks have been met by the Iraqis — progress Obama threatens to reverse.

POPSTo the victor belong the spoils: Iraq's oil deal Andrew Sullivan reminds us that one of the Bush administrations official "benchmarks" for measuring progress in Iraq was the drafting of legislation to distribute Iraqi oil. Well, surprise, surprise, that legislation's been drafted, and the oil's been handed over to foreign companies with no bidding.

POPSThe Nehalem Preview: Intel Does It Again ]... for a 20 - 50% increase in performance, total system power consumption only went up by 10%. ... Final Words: First keep in mind that these performance numbers are early, and they were run on a partly crippled, very early platform. With that preface, the fact that Nehalem is still able to post these 20 - 50% performance gains says only one thing about Intel's tick-tock cadence: they did it. We've been told to expect a 20 - 30% overall advantage over Penryn and it looks like Intel is on track to delivering just that in Q4. At 2.66GHz, Nehalem is already faster than the fastest 3.2GHz Penryns on the market today. At 3.2GHz, I'd feel comfortable calling it baby Skulltrail in all but the most heavily threaded benchmarks. This thing is fast and this is on a very early platform, keep in mind that Nehalem doesn't launch until Q4 of this year.
