Bonner, president of the National Border Patrol Council, as being critical with the timing of the indictment against Aldrete Davila. "Osvaldo Aldrete Davila should have been prosecuted to the fullest extent of the law for these felonies two years ago," said Mr. Bonner, whose group represents more than 12,000 Border Patrol agents. "This deliberate and unconscionable delay directly resulted in the wrongful incarceration of two innocent law-enforcement officers." According to Drug Enforcement Administration documents obtained by The Times, DEA investigators believed they had sufficient evidence to indict Aldrete Davila in late 2005, but their requests to do so were denied by Mr. Sutton's office.

The Mexican army has told the Border Patrol it knew of an incident involving its soldiers, but it did not confirm the details. In years past, the Border Patrol has arrested Mexican soldiers who crossed the border, then typically released them back to Mexico.

The abuse continued even after it was reported to their caretakers' supervisors. In Nixon, Texas, ten detained young people filing a Texas Rio Grande Legal Aid lawsuit allege repeated assault and retaliation upon reporting the abuse. Of course, most abused detainees do not have access to pro bono lawyers and cannot hope to sue; much more often than not, their stories go untold. For the most part, however, the facilities' violations are kept from the public eye - and the eye of the federal government doesn't see much of them either, according to a recent OIG report noting that "interviews with Department of Unaccompanied Children's Services central office officials indicate that little oversight of facilities occurs." Federal officials aren't required to meet with children when they visit the facilities.

But the reunion was short lived. Military policy prohibits having pets in war zones, and Dennis was given four days to get the dog off the base or kill him. The decision was easy: Nubs was going to San Diego. The logistics, though, were anything but easy. With help from his Iraqi interpreter, Dennis managed to find a Jordanian veterinarian to get the care and paperwork needed to get it to the states. He also negotiated the red tape to get the dog across the border into Jordan.
