 The Fed under Bernanke does whatever it wants. There is little constraints on it by law, being a creature actually outside of government. The "central bank" is actually a consortium of private banks with authority to print money "from thin air", as it states here. The Federal Reserve is no more "federal" than Federal Express. The only reason the Fed Chairman Bernanke went to Congress for a Bailout Plan (by using Treas. Sec'y Paulson to front, and hiding behind Bush) was to cover his hindquarters, and gain "consent" (by fear and coercion) of Congress, and putting Americans on the hook with them. Note the article states that the Fed acted already on its own to bailout Bear Stearns and make other "loans" (print money) without Congress: The Bernanke Fed first invoked rarely used 1930s powers to intervene — with taxpayer backing — in March when it provided a $29 billion loan as part of JPMorgan Chase & Co.'s takeover of Bear Stearns. The Fed is now Czar.

 if you were to ask, say, the average senior citizen whether Social Security, Medicare and prescription drug subsidies should be continued, he would probably answer yes. The same would be true if you asked a college professor whether higher education should continue to be subsidized, or a farmer or a dairyman whether their products should be subsidized, or a manufacturer whether there should be tariffs and quotas on foreign products that compete with his product. The problem with congressmen producing favors and privileges to all interest groups is that it creates what none of us wants: massive control, numerous dictates and micromanagement of our lives.

And this article reveals the neocon administration's real designs for Iraq--a forward base in the Middle East for "regime change": American negotiators presented a draft that would have given the U.S. access to 58 military bases, control of Iraqi airspace and immunity from prosecution for both U.S. soldiers and private contractors. In other words, a free military hand, both inside and outside Iraq, and making use of their bases. So "Reconstruction" is really about making Iraq like the Philippines with a permanent military presence for global strategic interests for spreading "democracy" through military coercion against "rogue states" (i.e. states that defend their sovereignty) against US and UN interventionism toward a global PAX AMERICANA.

 The picture shows that this soldier has been thru Survival School and learned his lessons well. He's giving the sign of "coercion" with his left hand. These hand signs are taught in survival school to be used by POW's as a method of posing messages back to our intelligence services who may view the photo or video. This guy was obviously being coerced into shaking hands with Hillary Clinton. It's ironic how little she knew that he would so inform us about the photo---perhaps because she's never understood our military to begin with.
