The real question, as stressed by James Heckman, is what rate of return we can hope to achieve from feasible interventions in favor of poor, young children. That's a much harder question to argue. Heckman of course finds a high rate of return, so I suspect the key question centers around what is "feasible" given the imperfections of politics. It's worth noting that many federal anti-poverty programs have in fact failed, or so changed that we don't even call them anti-poverty programs any more. "

According to the brief, "proximity" here refers to the theory that a country's ability to manufacture a product (e.g. apples) depends on its ability to produce related ones (e.g. another fruit like pears). POPSGoogle Removing torrent Results, Open Source Search Engine Anyone? TorrentFreak has the story on Google censoring torrent search results. It's nothing new, as Google has been removing results for years on the requsts of various media companies like the RIAA/MPAA etc. Which brings me to my call for an open source, offshore (possibly) search engine that allows the community to determine what gets censored.

POPS Another record poppy crop in Afghanistan Cont'd: But counterdrug proposals by some U.S. officials have met fierce resistance, including boosting the amount of forcible poppy field destruction in provinces that grow the most, officials said. The approach also would link millions of dollars in development aid to benchmarks on eradication; arrests and prosecutions of narcotraders, corrupt officials; and on alternative crop production. Those ideas represent what proponents call an "enhanced carrot-and-stick approach" to supplement existing anti-drug efforts. They are the focus of the new $475 million program outlined in a 995-page report, the release of which has been postponed twice and may be again delayed due to disagreements, officials said.
