Indeed, he extended the argument to Europe as a whole, identifying Anglophile (and, by extension, Atlanticist) Europe as the free-trading littoral: the Hanseatic cities, Norway and Denmark, the Netherlands, Flanders, Portugal. These places have tended, over the years, to be sturdy and self-governing; to resent the power of distant kings; to value their civic privileges; to develop mechanisms of representative government; to favour open markets over state power. They have, in short, all the attributes that ought to make them Eurosceptic. Yet, until very recently, criticism of the Brussels system was more or less confined to the United Kingdom and Scandinavia. Not any more. When 63 per cent of Dutch voters rejected the European constitution in 2005, something changed. The peoples of the hither parts of Europe are rubbing their eyes and shaking off the enchantment.
