Prior to 1995, the federal government mandated a speed limit of 55 miles an hour on all four-lane highways. The limit was repealed in 1995 and the authority to set speed limits reverted back to the states. Technically, the law that established the 55 mile-an-hour limit--the Emergency Highway Energy Conservation Act of 1974--withheld federal highway funds from states that did not comply with it. The law rested on the Commerce Clause, which give Congress the authority to regulate interstate commerce, and Congress’ authority to dole out federal tax revenue. Someone who does not buy health insurance, critics have argued, is not by that ommission engaged in interstate commerce and thus there is no act of interstate commerce for Congress to regulate in this situation. Obama sold the country a false prospectus of easy, obvious, and almost painless change. The usual six honeymoon months have elapsed, and the country is nearly through rejoicing at the consolation that they have a president whom foreigners are unlikely to throw shoes at, and who speaks in sentences. But his own Environmental Protection Agency director acknowledges that his cap-and-trade bill will have no effect on the climate, and it will neither raise revenue nor reduce carbon use. It must be replaced with a straight carbon tax of bearable impact coupled with sensible conservation, and alternate-energy-source and oil-exploration incentives. The bill that limped through the House of Representatives was a Rube Goldberg contraption of Al Gore myths and Congressional vote-buying boondoggles. Its adoption would be a disaster. The president’s claim of putting millions of Americans to work making wind-mills and solar panels is a fable that extends the frontiers of quixotry.

POPSSave water by installing foot pedals for your kitchen faucet I have been wanting to do this for SO long, but the people I mentioned it to (who are otherwise handy, hands-on sorts) all scratched their heads and said "hm, I dunno if that's possible..." Having seen a sink set up this way I knew it was. And now I have plans. Of course, we still live in a rental unit, and this is far more involved than just swapping out the shower head for a low-flow unit like we've already done. Gotta look at the steps and consider how reversable it would be.

The interests and needs of westerners and the special knowledge of local areas unique to residents will not have a voice on the panel. There are many thousands of areas like this that must be studied and will be locked up. There is no limitation on shape so that these areas could be drawn like gerrymandered political districts with no regard for usage or common sense. Long twisted areas with cutouts for high use roads would be common. There is no way to predict how long these lands will be tied up by inaction by Congress; but it could be decades. Even then, Congress may decide to put some or all of these lands into wilderness or a similar protection status which will make this public lockout permanent.
