Don Siegelman, despite a threat of a contempt proceeding. Rove is exerting executive privilege and declined the invitation to appear before the House Judiciary Committee on Thursday, his attorney Robert Luskin wrote to the House panel Tuesday. A lawsuit is pending in federal court in Washington over whether top White House officials can be compelled to testify before Congress, he wrote. The Judiciary Committee has been seeking Rove's testimony since April, and committee Chairman Rep. John Con- yers, D-Mich., said in a response letter sent Thursday that he was "disappointed" with Rove's decision. POPSInternal World Bank Study: Biofuel Caused Food Crisis The news comes at a critical point in the world's negotiations on biofuels policy. Leaders of the G8 industrialised countries meet next week in Hokkaido, Japan, where they will discuss the food crisis and come under intense lobbying from campaigners calling for a moratorium on the use of plant-derived fuels. It will also put pressure on the British government, which is due to release its own report on the impact of biofuels, the Gallagher Report. The Guardian has previously reported that the British study will state that plant fuels have played a "significant" part in pushing up food prices to record levels. Although it was expected last week, the report has still not been released. The leaked World Bank study disputes that: "Rapid income growth in developing countries has not led to large increases in global grain consumption and was not a major factor responsible for the large price increases."

Refuse to clean up If it were a private polluter and not the Pentagon, the EPA would most likely go to court to force compliance, but an executive branch policy prevents federal agencies from suing one another. Other agencies, including NASA and the Department of Energy, have complied with the EPA’s Superfund cleanup orders without protest. This is the second time in a week that it’s been revealed that the EPA’s authority has been ignored by others in the government. The New York Times reported last Wednesday that, when the EPA sent an e-mail to the White House concluding that greenhouse gasses can be regulated by the Clean Air Act, the White House simply refused to open it, successfully getting the EPA to backtrack.
