 a group McCain has courted, with some success, through his support of comprehensive immigration reform. In 2005, McCain co-sponsored a bill, which La Raza endorsed, critics said would award amnesty to illegal aliens with Democratic Sen. Teddy Kennedy (Mass.). The bill did not pass and McCain’s work to push it cause irreparable damage with many members of his GOP base. McCain’s call for a La Raza town hall is the latest in a drumbeat of invitations he’s given to Obama in hopes of holding a series of 10 joint town hall meetings, where the McCain camp believes their candidate would give a strong performance. So far Obama has only offered to hold one town hall on July 4, almost ensuring the event would be overlooked by most voters enjoying the Independence Day holiday. La Raza will be holding their annual meeting in San Diego July 12-15. Both McCain and Obama are scheduled to address the more than 20,000 expected attendees. TownHall.com

 So, 2008 is not 1988. The problems are different and so must the solutions be. The Reagan themes do not carry the power they once did. The conservative voting majority is not a majority any more. To compete and win this year Republicans have to adapt and change, not revert and revive. The country has changed since 1988. Polls capture a shift to the left on economic issues. The once decisive tax issue has faded altogether, and no wonder: 80 per cent of Americans now pay more in payroll taxes than in federal income taxes. Americans care less about taxes than healthcare and fuel prices, issues where Republicans offer few solutions and speak with something less than passionate urgency. Americans are expressing a new pessimism about upward mobility and their children’s chances of leading a better life – an understandable reaction to the stagnation of median wages since 2000. Even on the signature issue of the war on terror, Americans are turning away from Republican ideas.

 Mr. Jindal, who was elected to Rep. David Vitter's seat when Mr. Vitter ran for U.S. Senate in 2004, was re-elected for a second term with 88% of the vote. That's not enough experience? It's as much experience in Congress as Barack Obama has to show for his three years. Oh, and by the way, Mr. Jindal, in his last term, had an American Conservative Union rating of 100, with 96 for both terms. In addition he has consistently taken the No New Taxes pledge proposed by Americans for Tax Reform. In 1991 he was a young Hill staffer working for Rep. Jim McCrery. One day Mr. McCrery asked him to look over some Medicare plans being proposed in committee. A couple of days later, he brought back to the boss a totally revised system that was so impressive that Mr. McCrery remembered him and in 1995 introduced him to Gov.-elect Murphy J. Foster Jr. Mr. Jindal, at the age of 24, was appointed secretary of the Louisiana Department of Health and Hospitals.

In a real irony, the Democratic Party will settle its nominee battle with the aristocratic device of superdelegates -- party apparatchiks, interest group leaders and elected officials, many of whom gained their post years ago. What happens if a bloc of superdelegates remains uncommitted until the convention? And what will happen to Florida and Michigan, which presently have no delegates? In three recent polls, (Fox, LA Times/Bloomberg and Gallup), almost twice as many Democrats support Mr. McCain as Republicans support Mr. Obama. Three times as many Democrats support Mr. McCain as Republicans back Mrs. Clinton. So what must Mr. McCain and Mrs. Clinton do, especially in the seven weeks before Pennsylvania? Mr. Obama has no real record of voting and working across party lines on high profile issues like judges, immigration, intelligence reform, troop funding and energy.

He needs to make it clear that he no longer favors rewarding illegal residents with permanent residence or a shot at American citizenship, unless they pay some penalty and get back in line in some symbolically and substantively important way. If he is able backtrack and admit doing so, a door opens for him. Schadenfreude Season Obama is reported to have raised three million dollars yesterday alone, raising the question of how far will the Clintons go in financing her campaign, against Obama, the candidate with all the momentum Hillary was known as a tightwad, so this kind of financial drain must be painful indeed for her, and persuading Bill to cough up the dough from his gigs in Dubai, Kazakhstan and other erstwhile friendly states may be no picnic.

A Failure To Lead

 The list of Congress's failures grows each month. No energy bill. No action on health care. No action on the mortgage crisis. No immigration reform. No progress on renewing No Child Left Behind. Precious little action on judges and not enough on reducing trade barriers. The Democratic victory in 2006 was narrow. They won the House by 85,961 votes out of over 80 million cast and the Senate by a mere 3,562 out of over 62 million cast. A party that wins control by that narrow margin can quickly see its fortunes reversed when it fails to act responsibly, fails to fulfill its promises, and fails to lead. Democrats had a moment after the 2006 election, but now that moment has passed. They've squandered it. They have demonstrated both the inability and unwillingness to govern. Instead, they reflexively look for short-term partisan advantage. Now that Democrats have the reins of congressional power, their true colors are coming out and the public doesn't like what it sees.
