POPSLanguage In Healthcare Bill: "Arcane," "Confusing," "Hard Stuff to Understand,"" "Gibberish," "Incomprehensible"
Thus far, however, the committee has not produced the actual legislative text of the bill. Instead the senators have been working with “conceptual language”"or what some committee members call a “plain English” summary or description of the bill. Senator Jeff Bingaman (D-N.M.), who sits on the committee, told CNSNews.com on Thursday that the panel was just following its standard practice in working with a “plain language description” of the bill rather than an actual legislative text. “It’s not just conceptual, it’s a plain language description of the various provisions of the bill is what the Senate Finance Committee has always done when it passes legislation and that is turned into legislative language which is what is presented to the full Senate for consideration,” said Bingaman. POPSClimate-Bill Foes Likely To Seize On CBO's Scoring The six-page CBO letter also listed repeated examples of situations in which, for purposes of the federal budget, it will assume that the cap-and-trade approaches will dampen businesses' income, meaning less revenue to the federal government. Dan Lashof, director of the Natural Resources Defense Council's climate center, said the CBO will still have to issue a final score on the bill when it passes the committee, and NRDC hopes the letter is not the last word. "What they have left out of their analysis is the benefit to consumers of energy efficiency - that actually lowers their bills. I don't see anywhere in this long set of examples this accounts for that," Mr. Lashof said.

POPS'Danger of the Fairness Doctrine Coming Back Is Completely Imaginary'
Dennis Kucinich is also rumored to be involved. The Da Vinci Code it ain't. Wallace asked the top adviser about an issue making the rounds on both conservative and liberal radio shows, where Democratic Congressional leaders ( and even Bill Clinton ) have recently weighed in. "Will you rule out reimposing the Fairness Doctrine?" asked Wallace. "I'm going to leave that issue to Julius Genachowski, our new head of the FCC, to, and the president, to discuss," Axelrod said. "So I don't have an answer for you now." In June, press secretary Michael Ortiz told Broadcasting & Cable that "Sen. Obama does not support reimposing the Fairness Doctrine on broadcasters." But since becoming president, it's been difficult to get such a definitive statement. POPSWill Reid Bring A Vote To Open New Areas For Exploration
“Some people are just scared of the accusation that not leasing more acres has an impact on oil prices,” said Rep. Peter DeFazio, a senior Democrat from Oregon. “It just doesn’t.” Democratic lawmakers say the Reid-Bingaman proposal seems to be gaining momentum, though these same sources questioned whether Pelosi would schedule it for a vote in the House. But Pelosi has balked at scheduling any drilling legislation for a regular floor vote because that would give Republicans an opportunity to force vulnerable Democratic incumbents to vote on difficult amendments. Votes against expanded drilling would open Democrats to accusations that they had blocked efforts to lower record gas prices. Votes for Republican amendments to encourage more drilling, however, would anger environmental activists. Republicans are demanding votes on several amendments and have pledged to block Democrats from moving to other issues until drilling receives floor votes.
