  Beijing's Underground Hideout With Khrushchev and the Soviets breathing down his country's metaphorical neck, Chairman Mao ordered the construction of a vast underground city to serve as a shelter during an invasion, air raid or nuclear war. This was no minor undertaking. In the late 1960s, the population of Beijing reached 7.5 million residents . In short order, the residents of the capital city were put to work excavating their enormous air raid shelter. Most of the digging was done by hand, and the work was shared by adults and schoolchildren alike. This communal venture fit nicely into Chairman Mao's Cultural Revolution -- a massive campaign to support the communist movement and thwart counterrevolutionary ideas.   The truly outrageous aspect of such comparisons is that the American left, with its Stalin-redux willingness to rearrange history, neglects to mention that, outside of Japan, all of the 20th century's great totalitarian regimes had roots on the political left. It wasn't just Lenin and Stalin whose propaganda machine prefigured MoveOn. Nazi is an acronym for "National Socialist." Read Mein Kampf. It isn't a tribute to free-market capitalism, folks. Mussolini was a populist. Mao was a leftist, as was Pol Pot. The last century's worst censors and book burners all emerged from leftist ideologies. As this column recently pointed out, Support Our Troops, Bring Them Home! disappeared from the political scene the instant Obama called for sending those troops to Afghanistan and Pakistan, instead of back to Fort Hood. For the hardcore left, the party line always trumps conscience. MoveOn isn't new - it's just Pravda with poor punctuation.

 But there is a case to be made for a kind of windfall profits tax: A tax on windfall political profits is indeed desirable. Our rulers cannot legally take home personally more than a minor share (in salary and perks) of the income they steal from us through taxation. But they "profit" from taxes nevertheless by using billions and billions of dollars to buy votes from various political constituencies in order to perpetuate their political careers. Then, in many cases, after spending years in Congress giving away our hard-earned dollars to various undeserving individuals and groups, they retire to earn large salaries from those very groups or to become lobbyists for the groups and use their political connections to keep this carnival of theft and plunder going. That is how our rulers profit personally from tax revenue.
