 Just as slavery, Jim Crow laws and the subjugation of women in the USA are looked upon as primitive and embarrassing practices, I believe that corporal punishment in schools will someday be looked upon as a strange and inexplicably cruel practice. It will also be looked upon as another vehicle of racism as this study indicates. What will the conservative critics say in response? That African American children misbehave more in schools and, therefore, deserve the punishment? But isn't that what they say about higher incarceration rates for African Americans? So what is the picture that emerges from those who rationalize these institutional racist practices? In my view, it tells us that (their denials notwithstanding) conservatives believe that from childhood to adulthood African Americans are naturally more disposed to violate cultural norms, to act out in an anti-social manner. New Data Shows U.S. Fertility Trends

 The Census Bureau released a new report on fertility in America this morning, showing some interesting results. First off, the data says that 20% of women in their early 40s were childless in 2006, twice the percentage reported in the 1970s. It also suggests that the majority of new moms have or had careers and many of them graduate or professional degrees -though it doesn't detail how many women returned to work or quit to be stay-at-home moms. In terms of state-by-state comparisons, the numbers also show that moms in D.C., Mississippi and North Carolina were the most likely to have never married.

 These dead zones occur when fertilizer runoff dumps excess nutrients, such as nitrogen and phosphorous, into coastal waters, providing food for algae. When these microscopic plants die and sink to the ocean bottom, bacteria feed on them and subsequently consume all the oxygen dissolved in the water. This leaves fish and other bottom-dwelling sea creatures without enough oxygen to survive, causing mass die-offs and displacements. Typically, the researchers noted, these events aren't noticed until they threaten valuable fish stocks.

Each of the debates, except the second presidential debate, will be divided into eight, 10 minute segments devoted to a single topic. During that time the candidates will be able to engage each other in direct exchanges. Each of the debates will be 90 minutes long.

 In Forbes' annual ranking of the Best States for Business, Virginia finished first for the third straight year. But Georgia is the real story, moving from 15th to fifth place. Georgia finished in the top 10 in four of the six categories we examined (economic climate, growth prospects, labor supply and regulatory environment). Just two other states, Virginia and third-ranked Washington, managed this feat. Our rankings measure states on six main areas of importance: business costs, labor supply, regulatory environment, current economic climate, growth prospects and quality of life. Business costs are weighted the most, but low costs were not enough to keep Louisiana and West Virginia from being the bottom two in our ranking. We look at a total of 32 data points to compile rankings of the six main categories.

Freeman was driving in Tallahatchie County when the accident happened at about 11:30 p.m., according to Mississippi Highway Patrol.  “Some people are just scared of the accusation that not leasing more acres has an impact on oil prices,” said Rep. Peter DeFazio, a senior Democrat from Oregon. “It just doesn’t.” Democratic lawmakers say the Reid-Bingaman proposal seems to be gaining momentum, though these same sources questioned whether Pelosi would schedule it for a vote in the House. But Pelosi has balked at scheduling any drilling legislation for a regular floor vote because that would give Republicans an opportunity to force vulnerable Democratic incumbents to vote on difficult amendments. Votes against expanded drilling would open Democrats to accusations that they had blocked efforts to lower record gas prices. Votes for Republican amendments to encourage more drilling, however, would anger environmental activists. Republicans are demanding votes on several amendments and have pledged to block Democrats from moving to other issues until drilling receives floor votes.
