  Wet spells While about 40 per cent of hydrocarbons in today's dust come from water-dependent plants, this rose to 60 per cent, first between 120,000 and 110,000 ago and again from 50,000 to 45,000 years ago. So the region seemed to be in the grip of unusually wet spells at the time. That may have been enough to allow sub-Saharan Stone Age Homo sapiens to migrate north: the first fossils of modern humans outside Africa date from 93,000 year ago in Israel. And both genetic analysis and archaeology show that humans didn't spread extensively beyond Africa until 50,000 years ago, suggesting a second migration at the time of the second wet spell. Fossil record Ian Tattersall of the American Museum of Natural History in New York is impressed by the findings. "They tie in approximately with the information we have from the fossil record."

 The basic questions we need to ask here are: 1. Why do economies recover? 2. Are we recovering? Q. Why do economies recover? A. They recover because bad investments made during the bubble are liquidated, valuable capital is no longer being wasted on them, new capital is formed from savings, and profitable enterprises attract new capital to expand. Low real interest rates caused by increased savings encourage borrowing, manufacturers use the capital to make new machines, producers of consumer goods buy them, cash goes through the system, consumers see things are getting better, more consumer goods are produced, and consumers buy them. It has to happen this way or the recovery will fail. The difficult part of a recovery is ugly. Bankrupt firms need to fail so that valuable capital resources are not wasted on their continuing activities. This means that unemployment rises (10.2% now) and business bankruptcies are high. Trillions of dollars of asset values are wiped out.

Anything short of that constitutes unacceptable behavior by a public official and violates the public contract between an elected official and the constituency the office serves. I tried to reach the mayor for comment - but he declined to speak with me, his press secretary Paul Rose told me. No one has asked Dellums to disclose anything that any other politician in the same set of circumstances wouldn't be asked to explain. If he cannot provide a public explanation for a controversy that has become another national embarrassment for this city, it's difficult to see how continuing in his current position is going to be good for anyone - either him or Oakland's citizens.

"You need explosive growth to take the unemployment rate down," said Dan Greenhaus, chief economic strategist for New York-based investment firm Miller Tabak & Co. Greenhaus said the economy soared by nearly 8 percent in 1983 after a steep recession, lowering the jobless rate by 2.5 percentage points that
