POPSOfficials May Evacuate New Orleans as Gustav Nears If a Category 3 or stronger hurricane comes within 60 hours of the city, New Orleans plans to institute a mandatory evacuation order. Unlike Katrina, there will be no massive shelter at the Superdome, a plan designed to encourage residents to leave. Instead, the state has arranged for buses and trains to take people to safety. Since the storm (Katrina), the Army Corps of Engineers has spent billions of dollars to improve the levee system, but because of two quiet hurricane seasons, the flood walls have never been tested. Floodgates have been installed on drainage canals to stop any storm surge from entering the city, and levees have been raised and in many places strengthened with concrete. Scientists cautioned that the storm's track and intensity were difficult to predict several days in advance. The Louisiana Society for the Prevention of Cruelty to Animals planned to move animals to shelters elsewhere in the state and in Texas.

Lucas said the coal industry decided to spend $1.7 million on a multipronged advertising campaign in Denver and the Twin Cities, where the Republican convention will be held next week. Like the wind industry, clean coal had virtually no presence in 2004, Lucas said. The solar industry has also radically increased its coverage of the convention. POPS Wind Blows Kite Surfer Into Bldg. Caught On Tape (CBS4) ― A man in Fort Lauderdale seeking some thrills on the rough surf didn't heed that warning and ended up in the hospital after being hurt in an astonishing kite boarding accident. The kite boarder was harnessed into his sail when the wind violently picked him up and slammed him onto the sandy beach. Then, he was dragged across the sand before being lifted up into the air again and blown across the street where the wind slammed him into a building. Fort Lauderdale fire rescue crews quickly arrived on the scene and transported him to Broward General Medical Center. He is currently listed in critical condition, but his friends continue to insist they believe he will make a full recovery. Kearney's friends say he was strapped into a harness with emergency releases. However, everything happened so fast, it's possible he had no time to think about unhooking his clasps.
